By Appointment OnlyYes. Full reroofs require a permit in the City of Spokane, Spokane County, and Spokane Valley. If two or more layers already exist, all must be torn off, and the city requires a deck (pre-roof) inspection plus a final — at least two inspections.
Emergency repairs, yes — but full replacements are limited in deep winter. Asphalt shingles need warmth to seal their adhesive strips, and snow or ice on the deck is unsafe and hides problems. We schedule most reroofs for late spring through early fall.
Attack the cause, not the symptom. Air-seal and insulate the attic so heat doesn’t melt the snow unevenly, add balanced soffit-and-ridge ventilation, and install ice-and-water membrane at the eaves and valleys during a reroof. Long-term, better ventilation beats heated cables.
